Haka-haka to, so take it for what it's worth.
One time, a general who wanted to extend his term as President because he felt he was doing a good job and did not want it to go waste could not do so. He was checkmated into not changing the constitution because of opposition by a politically astute Cardinal who marshalled the diverse political forces in the Philippines.
The psywar expert that he is, and having psywar people he can command, he let it
go and bided his time.
The idiot who came after him was eventually ousted by a feckless politician born
to the manor who refused to make tough political decisions to push the country
forward.
The problem is that the politician who now occupied the presidency came from his
own party. The question then was how to overthrow this person without destroying
his democratic credentials and causing the diverse power centers in the
Philippines to unite against him, making an already difficult country virtually
ungovernable.
Since the main political and economic patron of the country thought of the
current President as a gutless official who gave into terrorist blackmail and
risked turning Mindanao into another Afghanistan, the general assiduously
visited the U.S. to sound them out.
I am not sure if the patrons provided political support, but they gave their
tacit (wink-wink) approval to the effort to get the inutile president out. Maybe
some logistics (eavesdropping technology) changed hands.
The opportunity came about in the elections of 04 and the determination to
remove the incumbent from office solidified in the aftermath of Angelo de la
Cruz.
The other vital ingredient of the operation was that the players themselves
react naturally and they will only realize very late how they have been played
by the general and his minions. If this reminds you of a con in the movies --
try Ocean's Eleven or The Sting.
The tapes were let loose, but the origins of the recording were kept murky. The
opposition reacted very much like dogs wagging their tail at the sight of fresh
meat. Nothing in the way of using brains for those folks.
The Church, especially with the politically canny Cardinal in bed and soon dead,
was divided unto itself. The sainted former President was slowly suckered into
demanding the incumbent's resignation. Ditto with the so-called civil society,
the business groups who go where the profits are, and then the brainless
leftists whose last original idea was somewhere in the last century.
The general knew very well that Filipinos had a profound distaste for the cabal
of politicians who made up the opposition. The distaste amongst the elite was
palpable for a vice-president whose only qualification for office is his
baritone of a voice useful in reading the news, but not doing any deep thinking
about it.
So when the time was opportune, up stepped the general as savior of the
republic. The only thing was lacking was the white horse he could bestride like
the fascists of old.
The dense incumbent was only so glad she did not have to quit ingloriously that
she agreed with startling alacrity to turn the system of government into a
parliamentary system -- cha-cha redux.
So when the general becomes the first Prime Minister of the Republic next May,
he can use the powers of the office to forcibly restore stability. The people
will be so thankful that order has been restored that no one will mind if he
stays -- ala LKY -- in power until he gets tired of it or trains a suitable
successor.
He does not have to worry about term limits and will only deal with politicians
who grub like pigs for the money which greases their careers. He can push
through EAGA -- that proposal to tie in Mindanao with the nearby islands of
Indonesia, Malaysia and Brunei -- to defuse the economic mess in the island and
undercut radical Islam.
We will have a general holding strongman rule -- while giving due service to
democratic principles and practices.
I've said all along that this is just a story. But after reading stories and
looking at the way things shaped up, a bulb suddenly went off in my head and the
pieces seemed to fall into place -- albeit imprefectly.
Or maybe I am just hallucinating. Go figure.
